County Commissioner accuses Elections Commissioner of using 2018 budget to up salary

TOPEKA, Kan. (WIBW) - New details have arrived on Shawnee County Commissioner Bob Archer's complaints about Elections Commissioner Andrew Howell.

In a letter Archer hopes to sent to Secretary of State Kris Kobach, Archer says Howell gives himself a more than $30,000 raise in his proposed 2018 budget. Howell says the wage increase is because of a study the county did, which found most county employees are underpaid. But Archer says it amounts to a 51% salary increase.

In the letter, Archer also said Howell's proposed budget contained an "incredibly misleading" chart and graph which he called patently flawed. The charts and graph outlined the county and election office expenditures.

Last year, Commissioners questioned Howell for overspending his approved budget by over $85,000. Howell is appointed by Kobach, but his budget comes from the county.
