Emergency crews responded to the scene and were on standby to provide assistance.
The plane was circling Billard Airport burning off fuel before landing.
The pilot told crews on the ground the plane has an issue with the landing gear.
The plan is a single-engine Bellanca and local flight crews said the "gear issue that isn't unheard of, but doesn't happen often."
Officials at the airport say the front landing gear failed to extend during the landing.
