New pedestrian and traffic safety ordinance effective today

TOPEKA, Kan (WIBW)-- Starting today, pedestrians may now only cross the street at certain Topeka intersections.

That means loiterers at any of the 23 selected intersections could be arrested.

Topeka Police Chief Bill Cochran says they will give people time to adjust to the change.

"If we get called out on individuals, we'll explain it to them. Give them some literature about it and tell them they need to leave. If they refuse then we'll go ahead and take enforcement action."

Topeka City Council Members passed the Pedestrian and Traffic Safety Ordinance last week in an 8 to 1 vote.

Authorities say pedestrians are increasingly using highways and roadways in a manner for which the roads were not designed or intended.

"Those twenty three intersections have been high traffic volume areas and they've had a lot of accidents in those areas and anytime you have added distractions then just mingling on the side of the road or the middle of the road and then you increase to that public."

Chief Cochran says the goal of the ordinance is to improve public safety by reducing crashes related to distracted driving caused by pedestrians.

"This purely has to do with the traffic and pedestrian safety, it's gong to improve the quality of live for everybody in Topeka and make the traveling public much safer."
