The driver fled the scene on foot and jumped into Quarry Lake while the passenger of the vehicle was taken into custody.
After refusing to come out, Douglas County Water Rescue was called to retrieve the driver. The driver was then taken into custody.
The incident ended around 9:30 a.m. Traffic heading eastbound on I-70 was reduced to one lane during this time. It caused traffic delays during the morning rush hour.
