From the National Weather Service:
At Topeka, temperatures this month were again very close to normal...with each day’s average temperature within eight degrees of its normal value. The average monthly temperature was 79.0 which was 0.6 degrees above normal. Precipitation was below normal however, with amounts of over a tenth of an inch recorded on only four days of the month. One of these days was Independence Day, which kept outdoor holiday celebrations in jeopardy for much of the day. The rainfall on the fourth, and for most other days of the month, was associated with frontal boundaries that passed through the area. The warmest oday of te month, July 27, occurred just before one of these boundaries passed through. Precipitation associated with the boundary was more prevalaent on the 29th and 30th, wen the boundary stalled out across southern Kansas.
