TOPEKA, Kan. (AP) _ The Legislature has approved the year's final spending bill containing money for what critics call ``the
road to nowhere.''
The measure completes a $13.6 billion budget for the fiscal year beginning July 1.
The Senate approved it 23-11. The House passed it 73-49, sending it to Gov. Kathleen Sebelius.
Those actions cleared the way for the Legislature to adjourn on the 90th day of its annual session. A brief adjournment ceremony is scheduled for May 29.
The road project, costing $750,000, became a big issue as lawmakers considered spending matters. It covers improvements outside the soon-to-close Parsons Army Ammunition Plant. Local officials want to turn it into an industrial park and consider the project vital.
