TOPEKA, Kan. (AP) _ The state's top corporate income tax rate would start dropping next year under a bill that has gone to Governor Sebelius.

The measure would decrease the top rate from 7.35 percent to 7 percent over four years, starting in tax year 2008. The top rate applies on the portion of a company's income above $50,000. Legislators have complained for years that it's too high and makes Kansas less competitive than other states.

But the bill itself doesn't reduce the state's overall revenue, because other changes will raise money. Those changes are to designed to end what lawmakers consider loopholes helping big, out-of-state corporations avoid taxes.

Senators approved the bill on a 35-0 vote, and the House passed it 109-14.
