TOPEKA, Kan. (AP) _ Budget negotiators are close to an agreement on the year's final spending bill.

The final version of the measure would include $750,000 for a project critics are calling "the road to nowhere.''

The project covers road improvements near the soon-to-close Parsons Army Ammunition Plant. Local officials hope to turn the plant into an industrial park and need the improvements.

But House members have attacked it because it's in the district of Senate Ways and Means Committee Chairman Dwayne Umbarger, a Thayer Republican.

Umbarger, other Senate negotiators and House negotiators have agreed on the contents of the bill, which would complete a $13.6 billion budget.

But they have to sign their report so both chambers can consider it.
