TOPEKA, Kan. (AP) _ Gov. Kathleen Sebelius is hoping better days will return for the gambling industry in Kansas and nationwide.

She said Tuesday during a news conference that she was disappointed with a decision by Harrah's Entertainment Inc. to withdrawn its application to manage a state-owned casino in Sumner County.

Harrah's is the second firm to pull its application with the state to operate one of four state casinos. In September, Penn National Gaming Inc. withdrew from its Cherokee County project.

Sebelius says the gambling industry has been affected by national economic troubles. Still, she's hopeful that new applicants will step forward to operate the Sumner and Cherokee projects.

Two other applications have been approved for Ford and Wyandotte counties.
