TOPEKA, Kan. (AP) _ A state review board has started its final phase of gathering information before deciding who gets management contracts for state-owned casinos in Cherokee and Sumner counties.

The board met Thursday to hear from its consultants and applicants. It votes Friday on who gets the 15-year contracts.

The board also has the option of returning the contracts to the Kansas Lottery for further negotiations if the board feels a better deal for the state can be struck.

Board chairman Matt All said he wouldn't be surprised if there wasn't a unanimous vote on the final pick.

Bidding on the Sumner County are Harrah's Entertainment Inc., Penn National Gaming Inc. and Marvel Gaming. Penn is the only Cherokee County applicant.
