TOPEKA, Kan. (AP) _ A state board is trying to decide whether a Democrat can run for both a township office and the State Board of
Education.
Charles Wiggins, of Wichita, filed first to run for trustee of Minneha Township in Sedgwick County. Four weeks later, he filed for the state board's 8th District.
Secretary of State Ron Thornburgh invalidated Wiggins' later filing. Thornburgh noted that Kansas law keeps someone from being on the ballot twice in the same election.
Wiggins appealed to the State Objections Board, which is made up of the secretary of state, attorney general and lieutenant governor. The board can overrule the secretary of state's decision.
Wiggins' attorney questioned whether Thornburgh met a legal deadline for invalidating his candidacy.
