WICHITA, Kan. (AP) _ Michigan-based ITC Great Plains was the first to say it was
interested in building the north portion of the project that has
been called the X-Plan.

But Topeka-based Westar Energy has told Kansas regulators that
it too wants the job.

Westar officials claim rights to the entire project are theirs.
But ITC says Westar is limited to only part of the project.

The Kansas Cooperation Commission is expected to rule on the
issue later this summer.
