TOPEKA, Kan. (AP) _ The Kansas Department of Revenue says it made "a huge mistake'' when it told the wrong man he had won a contest to redesign the state's personalized license plates.

For a few hours Wednesday, Bill Weaver of Salina believed his entry had been chosen from five finalists to be the new design for the plates.

Hours later the Revenue Department notified Weaver that another person had won and his entry came in third. The contest was organized by the Division of Motor Vehicles, which is overseen by the Revenue Department.

The winner was actually Rick Moon of Topeka, who was selected by a public vote using either mail or a department Web site.

Weaver's silhouetted view of a windmill against the prairie was close to Moon's winning design, which featured a sunset, a windmill, the state seal and the words "America's Heartland.''

A spokeswoman for the Department of Revenue blamed the error on an office staff member.

My vote was for the Weaver design. That other has "TOO Much" design & will be broken up by the tag letters & numbers. Have both tags so we can have our choice..

This is just sad! Is all the guy wanted out of the contest is to get in the news! How can you make such a big deal out of something so stupid! It's not like there was a big cash prize! The news could say a little bit more about the winner (Moon)instead of talking about Weaver if they are going to KEEP talking about this!

Mistakes are made every day. Get over it. Should this really be news?
