Councilman John Alcala requested a hearing on ethics violations against Brett Blackburn and Jeff Preisner at Topeka's City Council meeting on Tuesday.

The council will start the hearing in a work session on June 3. At issue is whether Preisner and Blackburn violated the city's ethics code by voting on Brainstorm Development issues and whether the two hold a "substantial interest" in the company.

Blackburn has asked the acting city attorney to provide the council with a clear definition of a "substantial interest."
