Foster care and adoption in Kansas was the topic up for discussion at the NAACP meeting.

The group welcomed Secretary Don Jordan of the department of social and rehabilitation services.

A native of Wichita, Jordan was appointed Secretary for SRS in December 2006 by Governor Kathleen Sebelius. He oversees the operation of one of the state's largest agencies.

The NAACP and Secretary Jordan discussed the problems of minority foster care in hopes of some day soon coming up with a solution.

There's a 47-62% failure rate for first time foster homes, resource homes, because the foster parents are not given topic specific training in time to help understand the kids. Technology allows the means for agencies to give topic specific behavioral training to foster parents the same day they intake foster kids. Online training is affordable, relevant, interactive and media rich. I would be willing to bet that the retention rate of foster parents who have skillsets to deal with the behavioral challenges would dramatically increase. No online connection - great...it's called DVD's and lending libraries... or the use of a laptop for 2 hours... There's no excuse for not providing adequate training for foster parents. None. It's affordable, relevant, practical, researched, trackable and exists. One-on-one training can elevate the skillsets that online starts to build. Now that's what I would call a system.
