Lawmaker Proposes Reading Proficiency Bill

Republican Steve Huebert of Valley Center has prefiled a bill aimed at students who do not score proficient on their third grade reading test. Under the measure, parents would have to acknowledge the score in writing in order for the student to be promoted to fourth grade.
