City Names New Public Works Director

TOPEKA, Kan. – City Manager Jim Colson has named Doug Whitacre, an engineer with more than two decades of experience, the next Public Works Director for the City of Topeka.

“Doug brings a unique blend of corporate and public sector experience to the position,” Colson said. “He has superb organizational skills and will lead the way in developing and implementing a comprehensive plan to address the City's infrastructure requirements. He also will work very well with the departments key personnel.”

Whitacre says he’s looking forward to starting with the City on May 13th. Whitacre has worked as the Public Works Director for the City of McPherson, Kansas, since 2008, where he manages the engineering, street maintenance, stormwater and wastewater divisions, including daily operations, project development, budgeting, fleet management and implementation of capital improvement plans. Before working in the public sector, Whitacre worked for Sprint from 1987 to 2006, serving as Buildings Supervisor, National Contract Manager, and more recently Fleet Manager, overseeing more than 11,000 vehicles in the U.S. and Puerto Rico. He held that same position for Embarq from 2006 to 2007, and then worked as Embarq’s Manager of Engineering from 2007 to 2008, managing access engineering, construction projects, and fleet operations.

Whitacre is a registered engineer who graduated from the University of Dayton.

Current Public Works Director Mike Teply will assist in the transition. Teply is retiring after 18 years with the City.

The City of Topeka utilized a competitive hiring process for this position. Three candidates were interviewed.
