City Council Candidate Retires From Position At KPHA

TOPEKA, Kan. (WIBW) - A Topeka city council candidate is retiring from her position as executive director of the Kansas Public Health Association.

Elaine Schwartz spent eight years in the position. Before joining KPHA, Schwartz was a state representative and a nursing home administrator.

Schwartz is seeking the district seven city council seat, left vacant by Bob Archer's election as Shawnee County Commissioner.

She faces Edward Collazo on the April ballot. Both they and former council woman Lisa Stubbs have applied to fill out the term through the election. They'll be interviewed Tuesday.
