Iraq War Funding Bill Could Expand

WASHINGTON (AP) _ Democrats running the House are planning to use an Iraq war funding bill to carry extended benefits for the unemployed and new education funding for veterans.

But a veto threat from President Bush is frustrating Democratic hopes for billions of dollars for roads, bridges and other party priorities such as heating subsidies for the poor and increases in food stamp benefits.

Capitol Hill Democratic aides say the emerging plan is tentative and has not won acceptance from rank-and-file lawmakers, much less party rivals in the Senate. Still, it's a sign that Democrats such as Speaker Nancy Pelosi want to avoid loading the war funding bill up with everything but the kitchen sink and lose a veto clash with the president.
