TOPEKA, Kan. (WIBW) - Topeka Police have identified the shooting victim at an apartment complex near 13th and South Topeka Blvd. on Friday.
He is 27-year-old Robert Wells, and was last reported in critical condition.
The shooting happened around 12:45 Friday.
Then, just after 2:00 p.m., the driver of a white SUV led police on a chase going the wrong way on I-70, causing an accident on an off ramp at Wanamaker Rd.
24-year-old Taron Alonzo Huggins and 25-year-old Michael Jordan Whitfield were arrested at Hooters in connection with the shooting.
