Rezoning Effort Written Into Incentive Agreement For Mars Plant

TOPEKA, Kan. (WIBW) - A Topeka City Councilman is questioning what economic development groups promised Mars chocolate company about a major rezoning effort.

Go Topeka is pushing a proposal to rezone more than 4100 acres around the Mars plant site in South Topeka. The land would be changed from residential space to light industrial.

The rezoning is part of an incentive agreement with Mars approved by the Joint Economic Development Organization. If rezoning isn't approved, the agreement says, Go Topeka must use its best efforts to purchase the property around the plant.

Councilman Chad Manspeaker said at Tuesday night's council meeting he has grave concerns about the rezoning plan.

The planning commission has public hearings Monday and Wednesday, Feb. 20 and 22. Both meetings start at 6 pm at Washburn Rural Middle School.
