TOPEKA, Kan. (WIBW) - A rural Paxico man is behind bars, accused of exposing himself to people at a Topeka park.
Officer Patrick Saleh of the Capital Police said the agency had received complaints since June 1 of a man who would park at Kaw River State Park, get out of his vehicle, and flash either groups of women or families with children. Saleh says the man would then engage in lewd and lascivious behavior in front of them. Saleh says such behavior is defined as that meant to arouse oneself or others.
Saleh says the man would always be gone by the time officers arrived, so they worked with Topeka Police to set up a sting operation. Tuesday afternoon, the suspect arrived at Kaw River State Park and, Saleh says, exposed himself and engaged in the behavior in front of an undercover officer.
Officers arrested 53-year-old Joseph Gilbert. He's being held on a $50,000 bond for aggravated indecent liberties with a child and a $15,000 bond for misdemeanor lewd and lascivious behavior. However, after further review, Saleh says officers may recommend a single felony count of lewd and lascivious behavior.
Formal charges are pending. A docket hearing is set for October 2.
