Fiander Has "Interim" Removed From Planning Title

TOPEKA, Kan. (WIBW) - The City of Topeka didn't look far to find its new Planning Director.

City Manager Jim Colson announced Friday that he was removing the "interim" from Bill Fiander's title and appointing him to the position permanently. The move is effective Monday, January 21.

Fiander has more than two decades experience in city planning. He started with the city in 1997, becoming Deputy Planning Director in 2003. He was named interim director last year.

“Bill has worked diligently to structure the organization in a manner that promotes customer service and innovation,” Colson said. “He has become a valuable member of my management team, and I look forward to working with him in the future.”

Fiander was hired as the City’s first neighborhood planner in 1997. He created the City's neighborhood health map and rating system, which the City has used to help reduce the number of "intensive care" neighborhoods from 11 to four since 2000. Fiander began the City's neighborhood planning program, responsible for 14 approved neighborhood plans from 1998 to 2011. He started the City's first facade improvement program for storefronts in Downtown and North Topeka. He is also responsible for the parkland development fee system to help fund parks in new subdivisions, and he served as the lead planner for annexation of the Kanza Fire Commerce Park.

Fiander graduated from Stanford University in 1987, and from George Washington University with his Masters in Urban and Regional Planning in 1994. He has also been a member of the American Institute of Certified Planners (AICP) since 1997.

Fiander has two daughters, Emma, 17, and Ruth, 14. He is active as a volunteer coach and manager for the Sunflower Soccer and Prodigy Soccer Club teams.
