The Senate voted 33-5 on the bill, which the governor supports. Earlier, the House passed it 110-15.
The measure raises the wage to $7.25 an hour in January 2010 from the current $2.65. The federal minimum wage will increase to $7.25 in July, from its current $6.55.
The state estimates that 17,000 to 20,000 of Kansas' 1.4 million workers fall under the state minimum wage.
The federal government says 45 states have a minimum wage, but only six, including Kansas, set it below the federal rate.
