Higher revenue and profits still didn't add up to a raise for the head of Westar.

An Associated Press analysis of the Topeka-based utility's proxy statement shows CEO Bill Moore earned just over $634,000.

That compares to last year when he brought home $2.8 million.

The biggest difference is moore and other top executives didn't receive any stock shares in 2008.

Westar reported its profits and revenues rose both around 6% in 2008.
