House Votes to Stop Casino Annex

TOPEKA, Kan. (AP) _ The House has given first-round approval to a bill to undo the city of Mulvane's controversial annexation of land for a state-owned casino in Sumner County.

The voice-vote approval Wednesday was on a bill that bans unilateral annexation of a narrow strip of land to gain access to noncontiguous tracts. A final vote is needed to send the bill to the Senate.

The bill would be effective as of Jan. 1, 2008. That would undo Mulvane's annexation of land where Harrah's Entertainment Inc. had planned to build near the Kanas Turnpike before dropping out last year. The annexation is in litigation.

Equity Ventures, of Topeka, and an undisclosed partner plan to submit applications by April 1 for a casino at the disputed site and another location.
