ABILENE, Kan. (AP) _ An Abilene day care center has been allowed to reopen, three months after its license was suspended for "prohibited punishment'' of children in its care.

The Learn and Grow Depot Child Development Center reopened Monday after agreeing to follow state rules and regulations, meet certain requirements and pay a $1,000 fine. Owner Memorial Health
System said 80 children were enrolled Monday.

The Kansas Department of Health and Environment suspended the center's license in December. Video footage showed toddlers tied to chairs, one child flung against a wall and another child stuck under a sink for not being quiet during nap time.

The center had a live Web cam that parents could access on their computers.

The Salina Journal said Tuesday that Memorial spokeswoman Ann Brussow would not answer questions about the KDHE action.
