TOPEKA, Kan. (AP) _ When legislators start their annual session Monday, the budget will be their biggest issue.

Everything else from emotional topics to minor fixes for their communities will be less important.

The state's budget crisis has been created by recession-related drops in state revenue.

Legislative leaders say lawmakers must act quickly to eliminate the budget deficit that's projected for June 30, when the current fiscal year ends.

It's now estimated by their research staff at $186 million, though it could grow to about $200 million before any measure is sent to Gov. Kathleen Sebelius. Left unaddressed, the gap could grow past $1 billion.

Legislators also are expected to debate energy policy and illegal immigration.
