Chief Ron Miller says the NTSB releasing its findings of the April 2008 crash landing is only one small part of the process. After three crashed helicopters and several other emergency landings, he's waiting to see what needs changed in the unit before letting it lift off again.

"What I want to know is what would have happened if a 10,000 hour pilot had been in that situation," Miller says. He added that both of the pilots that were in the helicopter were considered "low-hour" pilots. "Maybe an emergency landing was what was needed, but what would a more experienced pilot have done."
