A group led by Harrah's Entertainment Inc. had won a contract with the Kansas Lottery to build and operate the casino. But it dropped its plans in November, citing the poor economy.
The Lottery will own the new gambling. It has set an April 1 deadline for applications. But developers must have the endorsement of local officials to have a chance at a contract.
A law enacted last year allows a single casino each in Sumner, Ford, Wyandotte and either Crawford or Cherokee counties.
The Sumner County Commission issued a pared-down request for proposals during its Monday meeting.
