Former Kansas Corporation Commission Chairman Dies

WICHITA, Kan. (AP) _ Brian Moline, a former chairman of the
Kansas Corporation Commission and former Wichita state legislator, is dead after suffering a massive stroke last week.

Moline was 68. The Wichita Eagle reported on its Web site that Moline died Monday.

In his role as utility regulator, Moline helped investigate the financial dealings of Westar Energy Inc. That investigation that led to the firing and federal prosecution of the company's then-chief executive, David Wittig.

As a lawyer he was known for his commitment to public-interest law. He founded Kansas Legal Services, which provides legal aid to the poor.

Moline also supported the so-called Cold Weather Rule that protects the poor from having their utilities disconnected during the winter.
