Compliance Issues May Arise in Chapman

Recovery in tornado damaged Chapman could depend on where in the town a person lives.

Dickinson County zoning administrator Gina Bell says 95 percent of the damage from the June 11th tornado is confined to East Chapman, which is in a flood plain.

The federal government has rules limiting development in flood plains.
Bells says if damage totals less than half of a building's appraised value the owner can just make needed repairs.

But if it's more than half the property's value they could face compliance issues. While that could mean moving, it could also mean simply raising the level of the lot and structure.
