Eight Topeka Police Officers Retire

After serving the Topeka community for 20 and 30 years, 8 officers from the Topeka Police Department are retiring.

They share a combined total of more than 200 years of service amongst them.

Friday a reception was held to thank them for their service, and wish them well after retirement.

Major John Sidwell will retire after 30 years with the Topeka Police Department. He began in April 1978 as an officer, with promotions to Corporal in June 1982 and to Sergeant in May 1987. During his tenure as Sergeant, he served in both the Traffic Unit and in Crime Prevention. He was promoted to Lieutenant in May 1998 and worked in the Uniform Division and Accreditation. In October 2003, he was promoted to Major and served over the Uniform Division, before his current role as Major over the Criminal Investigations Division.

Major Randy Mills will retire after 29 years with the Topeka Police Department. He began in May 1979 as an officer with promotions to Corporal in December 1982 and to Detective in August 1986. In April 1991, he was promoted to Detective Sergeant and to Lieutenant in June 1998. In December 1999, he was promoted to the rank of Captain in Criminal Investigations. He was promoted to Major in September 2001 and served over the Uniform and Administration Divisions, before his current role as Major over the Support/Community Services Division. Major Mills also served as Interim Deputy Chief from January – October 2006.

Lt. Randy Carver began with the department as a dispatcher in May 1979 (at that time dispatch was under TPD) and became a patrol officer in January 1982. In June 1985 he was promoted to the rank of Corporal and to Sergeant in July 1987. In June 1999, he was promoted to Lieutenant, serving in different divisions throughout the department.

Lt. Ricky Mills began with the department in May 1979. In July 1983, he was promoted to the rank of Corporal and in March 1986 to Detective. He was promoted to Detective Sergeant in the Criminal Investigations Division in July 1987 where he served until his promotion to Lieutenant in January 1999. During his tenure as a Lieutenant, Lt. Mills has served in Internal Affairs, Uniform and Emergency Management, before his current role as Lieutenant over Property Crimes in the Criminal Investigations Division.

Sgt. Shawn Miller began with the department in April 1984. He was promoted to the rank of Sergeant in 2001. As Sergeant he served in the Uniform Division as well as the Hit and Run Unit.

Detective Mark Finley began with the department in April 1984. He served in various units throughout his career, including Patrol, Traffic, Services and the Scientific Investigations Unit. He was promoted to the rank of Detective in September 2001. He has served as a Detective in the Criminal Investigations Division since January 2002.

Detective Homero Salinas began with the department in July 1988. He served as Community Officer beginning in December 1995. He was promoted to Detective in March 2002 where he has served until his retirement.

Officer Becky Schiefelbein began in April 1984 and has served in both the Patrol and Traffic Division during her career with the Topeka Police Department.
