A bill signed by the governor will set aside $28 million over the next seven years for a new housing program.
The relief would initially go to disaster-stricken communities to help residents rebuild their homes.
In two years, rural communities that lack enough affordable housing also would be eligible for some of that money.
This bill is a response to last year's disasters.
The new law takes effect next week, setting aside $4 million each year until 2014.
