Senators Drafts New Health Care Proposal

TOPEKA, Kan. (AP) _ A new proposal has been drafted by a senator who was disappointed with the health care plan his chamber approved.

Sen. Jim Barnett wants to increase state spending on 33 medical "safety net'' clinics by $1.5 million during the fiscal year
beginning July 1. That represents a 29 percent increase in state
aid.

The Emporia Republican, who's also a doctor, supports giving aid to poor families to help them buy health insurance.

Legislators authorized such a program last year, with the aid beginning in 2009. But many GOP senators are worried about its potential cost. Their bill postpones the program indefinitely.

Increasing aid to the safety net clinics would allow them to serve almost 5,200 more patients.
