The city of Topeka says the contract for buying a police helicopter and enterprise resource planning software may not be lawful.
City spokesperson David Bevens says city administration will ask the city council to fix technicalities, including amending the contracts to include the specific language required by the kansas cash basis law.
The city is also asking the council to further comply with the requirements of a state law applying to the payments on the chopper.
