MANHATTAN, Kan. (WIBW) -- Riley County police say a passerby caught a man pleasuring himself inside his car in the parking lot of a busy Manhattan shopping center.
Officers were called to Hobby Lobby at 628 Tuttle Creek Boulevard Thursday, March 14, 2013 at 12:23 PM for the report of a lewd and lascivious act.
A citizen called police and said they spotted a man seated inside his vehicle masturbating.
The suspect was gone before officers arrived on scene.
Police described the suspect as a white man driving a Hyundai four-door blue/teal car with a Texas license plate.
