TOPEKA, Kan. (AP) _ Gov. Kathleen Sebelius says she's working on
a multiyear plan to expand education programs for 3 and 4 year
olds.
The governor didn't give any details Monday about what she'll propose to legislators when they reconvene in January. She said she and her staff are still discussing those details as they work on a budget proposal for the 2008 legislative session.
Sebelius told about 150 legislators, educators, child advocates and business leaders that, based on a survey involving 5,000 children, half the state's 5-year-olds aren't ready for kindergarten. She spoke to a summit on early childhood development.
Sebelius said if the state waits until kindergarten to provide services, it's often too late to help children catch up with other kids.
