Residents dig out in the Cabbage Hill area along St Joseph Street on Thursday in Lancaster, Pa. As snow-weary Pennsylvanians dug out, utilities struggled to restore power to thousands and crews worked to reopen closed roads after a record-breaking blizzard that dumped more than a foot of snow across the state.

WASHINGTON -- FEMA announced Tuesday that federal disaster aid has been made available to the State of Kansas to supplement recovery efforts in the areas struck by severe winter storms and snowstorm during the period of December 22, 2009, to January 8, 2010.

Federal funding is available to state and eligible local and tribal governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storms and snowstorm in the counties of Allen, Anderson, Atchison, Bourbon, Brown, Butler, Cherokee, Cheyenne, Clay, Cowley, Crawford, Decatur, Doniphan, Elk, Franklin, Gove, Graham, Greenwood, Jackson, Jefferson, Jewell, Labette, Linn, Logan, Lyon, Marshall, Miami, Morris, Nemaha, Neosho, Norton, Osage, Phillips, Pottawatomie, Rawlins, Republic, Riley, Shawnee, Sheridan, Wabaunsee, Wallace, Washington, Wilson, Woodson, and Wyandotte.

In addition, assistance is available to the State and eligible local governments on a cost-sharing basis for emergency protective measures, including snow assistance.

Michael Scott has been named as the federal coordinating officer for federal recovery operations in the affected area. Scott said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.
