Commissioner Vic Miller says he's "disappointed" with management's response to problems at White Lakes Center.

Topeka (WIBW) - The Shawnee County Treasurer's White Lakes Motor Vehicle Annex re-opened Monday, but the door isn't shut on the issues that forced it to close for three days last week.
In fact, the door itself may see some changes...
Motor Vehicle Manager Marsha Ralston appeared before Shawnee County Commissioners Monday, describing the conditions that led to the closure. She said workers were wearing jackets and trying to type while wearing gloves.
Ralston said she did not feel it was responsible for the workers to be in that environment, so she alerted Treasurer Larry Wilson and the decision was made to close the office during the bitter cold weather.
The problem, they said, is that White Lakes management turned off heat to the common areas. The Annex office has a large, sliding glass door entrance that remains open during business hours. Despite the heat in the office running non-stop, the cold air rushed in from the commons area. Simply closing the door isn't an option, they said, due to the constant in-and-out of taxpayers.
County Commissioner Vic Miller didn't dispute the conditions. However, he said Wilson must do a better job of letting the public know the office will be closed. For example, Miller said, Wilson knew Thursday that the office would be closed Friday, but the sign on the Annex door Thursday did not state that.
Miller also had words for Ken Schmanke of Kansas Commercial Real Estate, which is managing the property for developer Kent Lindemuth. Schmanke says they want to keep the county annex, but there's no plan to turn the heat in the common areas back on during a renovation process.
Miller told Schmanke he was "disappointed" with his response, saying he didn't feel Schmanke was concerned with the "magnitude of the problem."
In the end, Wilson told commissioners he'll explore making adjustments to or modifying the door to keep out the cold air.
