Kansas Senators Pat Roberts and Sam Brownback both voted against a $464 billion spending bill that President Bush has indicated he will sign.

The Senate passed the bill on an 81-to-15 vote. Brownback and Roberts were among the 15 Republicans who opposed it.

The bill provides small increases for some agencies that had been at or below last year's funding levels since the fiscal year started in October.

The bill would give the FBI a $200 million hike in its budget. The veterans health care budget gets a 13 percent boost and the National Institutes of Health gets about a two percent hike.

The measure includes President Bush's overall budget caps, but also include some programs favored by lawmakers such as food inspection and mine safety.
