WASHINGTON (AP) _ Kansas officials studying the Bush administration's farm bill plan say it carries a mix of good and bad news for the state's farmers.

Kansas Senator Pat Roberts says the plan would make it more expensive for farmers to buy crop insurance. Wheat farmers also call the plan unfair because they can't take advantage of certain subsidy programs.

On a positive note, the proposal would boost conservation funding, promote renewable fuels research and provide money to upgrade critical care hospitals across the state.

Republican congressman Jerry Moran, who represents western Kansas, says the Bush plan is just a starting point. Congress will have the final say on what's included in farm legislation.

The current bill expires in September.
