TOPEKA, Kansas - Governor Mark Parkinson has laid out a plan to balance the state budget that involves a combination of revenue adjustments and spending cuts.
“I said from the beginning that I would not make any budget cuts until it was absolutely necessary,” said Parkinson. “Unfortunately, that time has come and changes must be made. My plan is a responsible reaction to the current struggles we face. It makes the best effort to protect public safety, disabled Kansans and other critical services, and it does not include an across-the-board cut to state employee salaries or furloughs.”
The Governor’s plan includes new revenue in the amount of $69 million. That, combined with increased federal funds and budget cuts, creates a total of $160 million to balance the state budget.
Governor Parkinson also called for a State Finance Council meeting to deal with several cash flow issues, including certificates of indebtedness. The State Finance Council meeting is scheduled for Monday, July 6th, 2009 at 8:30 a.m. at the State Capitol in Room 143-North.

On the other hand, we could be living in California, the second communist country to fall after the Soviet Block.
It is time for citizens to do their part and pay some taxes. Eisenhower called it our patriotic duty. Modern day citizens call it dirty business. You get what you pay for. If you don't like what you see, it is time to put some money into State services. For those of you who blame the services for the poor, you may think differently when you lose your job. The budgets are cut way past efficient, now we are barely paying for basic services. Let's put some money into the coffers and see if we can't sandbad the financial flood waters.
Some questions that apparently nobody is asking the Governor: Where does new revenue come from? How can the Governor claim to protect the disabled when the State budget already cut out disabled programs? Why wasn't their an emergency session of the Legislature to deal with this, instead of waiting until the next Legislative session. Why wasn't expanding gaming, including the three State Racino's, part of the Legislative solution before Kansas encountered these financial problems?
