City Council Members Want to Crack Down on Prostitution
Real life criminals could hit the airwaves on Topeka's local cable channel. That's if some city council members get their way. 13's Stephanie Wurtz has more on what the 'John TV' idea is all about.

Council woman Lana Kennedy proposed the idea, that puts photos of people arrested in connection with prostitution in Topeka on the city's public access channel. She says it's a way to make those participating in prostitution think twice. "People out there are trying to make a quick buck to feed a drug habit," says Corporal Dominic Yancy with the Topeka Police Department, "so they feel they can go out, spend a couple of minutes to a half hour and make anywhere from $10-$25."

Prostitution has plagued parts of central Topeka for years, now one city council member wants to take a serious step to stop it. "We still have a problem and residents and business have continued to complain and are really tired of it," Kennedy says. So Kennedy, City Council District 1, proposed 'John' or 'Shame TV' to broadcast the pictures of those arrested in connection with prostitution, either on the city's public access channel or a website. "I think everybody will be surprised if they see somebody, especially if they see their next door neighbor on television," says Yancy.

Police chief Ron Miller also addressed the council, suggesting the department research how similar programs have worked in other areas and develop a plan for the most effective way to fight prostitution in the Capital City. "Once they see their face is subject to be put on a television channel," Yancy says, "hopefully it'll draw a little embarrassment and at least think twice or not do it at all." There are still legal and technical aspects of the plan to be worked out. The council has not set a timeline for putting the project in action.
