In a memo to prison employees Tuesday, corrections chief Roger Werholtz said the proposed reductions ``could make Kansas less
safe.'' Werholtz also said the cuts also could shut down the Winfield and Norton prisons, and end treatment programs for inmates and parolees.
The full Senate Wednesday was debating proposed across-the-board budget cuts of $302 million for state agencies. Gov. Kathleen Sebelius said she'd veto such a proposal.
Republican State Sen. Jean Schodorf of Wichita said she's not convinced that the cuts Werholtz outlined would actually happen. She said Werholtz was irresponsible to say what he did and accused him of creating ``scare tactics.''
