A Topeka City Council member's decision to seek re-election means there will be a primary in his district.
Bill Haynes filed Monday to seek re-election to the 5th district position. He was first elected to the council in 2003.
His decision brings the total number of candidates in the race to four, triggering a primary election March 3. The top three vote-getters advance to the April general election.
The filing deadline is noon Tuesday, January 27th.
