New Kansas Senator Surprised by Vote

TOPEKA, Kan. (AP) _ Senate Judiciary Committee Chairman Tim
Owens got a bit of a shock when he became the first new member to
try to get a bill passed in the chamber.

The Overland Park Republican was handling a non-controversial
bill Thursday creating the Kansas Council for Interstate Juvenile
Supervision. He had expected first-round approval on a voice vote.

What he heard instead was a chorus of ``No'' before Sen. Jean
Schodorf, who was presiding, declared the bill approved.

The Wichita Republican then explained to Owens, a former House
member, that it was part of the initiation process for new members.
He told the chamber it was ``an elightening experience.''

A final vote of 39-0 sent the bill to the House.
