"Grand Chief" Faces Fraud Charges

AP) _ The leader of a group that claims to be an
American Indian tribe could face years in prison for defrauding
immigrants by telling them membership conferred U.S. citizenship.

Malcolm Webber will be sentenced Friday on six felony charges
arising from the unrecognized tribe's efforts to sell memberships.

Prosecutors are recommending a sentence of more than 17 years.
They argue the long sentence is merited because nearly 12,000
victims were hurt by the scam.

The defense contends it amounts to a life sentence for the
70-year-old Wichita man. They suggest a sentence of a year and a
day in prison.

The group sold tribal memberships to people in Kansas, Nebraska
and the rest of the nation, often through Hispanic churches.
