Council members put off creating a move some say would spur development in South Topeka Tuesday night.
The city is considering creating a tax increment financing district for an area around 37th and South Topeka Boulevard.
"TIF" districts use publicly funded bonds to spur development in areas considered blighted.
With questions including the specific area to include, the council voted 5-4 to table the issue until November 18th.
