A group of Kansas utilities and the Federal Emergency Management Agency are at odds over money to repair damage from December's ice storm.

FEMA would provide $63.5 million dollars for repairs throughout Kansas, but the Kansas Electric Cooperatives are asking for $320 million.

They say they need to replace what can't be repaired, but FEMA says it can't make the companies brand new facilities at taxpayer expense.

The companies plan to appeal the decision
